Why won't it let me sign up for a windows live hotmail account?

Please help. Whenever I fill in all the information to create a windows live account it comes up with:

Please don't suggest I restart my computer because I've been trying to create one since yesterday and no such luck!

Sounds like there is an actual problem with the website. I would give it a few more days and try again.
